Point-in-time state
Historical observations are preserved. Current values are versioned. Every figure carries source, date, and evidence class — OBSERVED, INFERRED, PREDICTED, or SCENARIO.

Relationships are explicit. A project is the asset. A node is the wire. A load book is what they printed. ISO and utility piles are never summed.

Deterministic models
The AI does not do math. It calls models. Same evidence in, same answer out. Outputs are distributions where the panel clears — never a single invented date.

Where the evidence does not exist, Atlas returns UNKNOWN. An honest gap is worth more than a confident guess.

Material claims remain linked to evidence, model version, and frozen inputs so a recommendation can be footnoted in committee.
